HOA-industry & developer money
This is the money the HOA industry puts into the members who write HOA law: the Arizona Association of Community Managers PAC (AACM-PAC); the personal campaign giving of the lobbyists at Veridus, the firm AAM and the management industry retain at the Capitol; and homebuilder / developer PAC money. Every gift below is itemized from the AZ Secretary of State’s “See The Money” portal. Under our grading this money weighs against the grade in proportion to the dollar amount — money is a reward for support and buys access, and we don’t pretend otherwise. A member offsets it by actually sponsoring homeowner-protection bills; that is how someone who takes the money can still earn a good grade. It reaches both parties.

Arizona Capitol Times reports that Sun City West resident Caroline Trotter, after a dispute involving a neighbor's concrete block wall and what she describes as retaliation by the Recreation Centers of Sun City West, worked with Rep. Beverly Pingerelli on House Bill 4011, now law, requiring planned community boards to act reasonably and without favoritism. The Recreation Centers said it has always acted reasonably. The article notes over 30 HOA bills were introduced and six became law, including Rep. Stacey Travers' shade-structure measure and Sen. John Kavanagh's flag-display bill.

Homeowners are gaining ground against HOAs | Arizona Capitol Times
The Arizona Capitol Times reports that HB 4011, requiring HOAs and condo associations to exercise discretionary powers "reasonably," passed the legislature without opposition and headed to the governor. Sun City West resident Caroline Trotter, who helped push the bill after HOA troubles, and sponsor Rep. Beverly Pingerelli backed it, while the Arizona Homeowners Coalition's Dennis Legere warned that enforcement still depends on homeowners suing at their own expense.
